Federico Tilén
Mr. Federico Tilén is a Special Counsel to FTMR. He obtained a BA in Political Science from Washington and Jefferson College in Pennsylvania (1965) and a Juris Doctor degree from the Pontifical Catholic University of Puerto Rico Law School (1968).
From 1969 to 1999 worked in he Corporate Department of Fiddler Gonzalez & Rodriguez, P.S.C. where he provided regulatory, transactional and strategic advice to credit-related entities including mortgage banks and leasing companies while managing heavy case load of complex and extensive notary work connected to retail and wholesale banking, in particular commercial and consumer loans, investments, disposition and exchange of real property, lease agreements, documentation and closing transactions involving real property. He also authorized public deeds and other recordable instruments for numerous public housing projects and consumer real estate transactions, counseled local and foreign business entities in licensing, business formation and incorporation and advised clients on the organization of trusts, the preparation of wills, estate planning and inheritance law and the design of strategies to protect assets.
While at Fiddler Mr. Tilén also managed several intellectual property cases and provided advice on trademarks, service marks, collective marks and was frequently called on to organize, coordinate and facilitate seminars and workshops across various 1egal themes under the auspice of local and national organizations.
He contributed in the drafting amendments to the Puerto Rico Trademark Act of 1992 and formed part of the committee to draft a model trademark law for the States sponsored by International Trademark Association.
From 2002 to 2009 he served as legal counsel at the Office of the Courts Administration of the Commonwealth of Puerto Rico where he advised and represented the Director on administrative, intergovernmental and operational functions conducted by the Office of the Courts Administration and provided legal and policy advice to the judicial branch covering areas of contract law, including contract authority, source selection, and competitive bidding, contracting, contract review and fiscal law ensuring compliance with established guidelines of the Office of the Comptroller of Puerto Rico. As part of the Legal Affairs Division, he conducted internal investigations on citizen complaints against sitting judges and court bailiffs and drafted opinions and recommended appropriate recourse on all matters. Notarized official documents; he also promoted the responsibility of communication and training, serving as facilitator of legal seminars on estate law for employees of the judicial community.
He was also a member of a Committee assigned to draft a personal accidents protocol within properties of the Judicial Branch.
Mr. Tilén is admitted to practice in the Supreme Court of Puerto Rico as well as the United States District Court for the District of Puerto Rico. He is a member of the Puerto Rico Bar Association, American Bar Association, Puerto Rico Notary Association, International Trademark Association, Puerto Rico Notary Practitioners Association, and Puerto Rico Bankruptcy Practitioners, which he also presided.
